The U.S. Campaign to Ban Landmines - Cluster Munitions Coalition (USCBL-CMC) is pleased to announce that the Center for Civilians in Conflict (CIVIC) and the Friends Committee on National Legislation (FCNL) were elected as co-chairs of the campaigns for the term beginning in 2026. Ursala Knudsen-Latta, Legislative Director for Peacebuilding, will serve for FCNL and John Ramming Chappell, U.S. Advocacy & Legal Advisor, will serve for CIVIC as the campaign’s co-chairs.

CIVIC, FCNL, and all members of the USCBL-CMC extend gratitude to Sera Koulabdara and the whole team at Legacies of War for their outstanding service as the chair of the campaigns. Under Sera’s dedicated leadership, the USCBL-CMC strengthened its advocacy efforts and expanded awareness of the devastating impact these weapons continue to have on communities worldwide, achieving significant outcomes including an improved anti-personnel landmine policy under President Biden and mobilizing opposition to U.S. transfers of cluster munitions and anti-personnel landmines.

CIVIC is an international non-governmental organization dedicated to the protection of civilians in conflict. As a humanitarian protection actor, CIVIC bridges the gap between people at risk and those with the power and responsibility to protect them.

FCNL was founded in 1943 by members of the Religious Society of Friends (Quakers), as a national, nonpartisan organization that lobbies Congress and the administration to advance peace, justice, and environmental stewardship. FCNL previously coordinated the U.S. Campaign to Ban Landmines from 2004 to 2008, including during the expansion of the campaign to include the Cluster Munitions Coalition in 2007.
