On September 25, 2024 the U.S. Cluster Munition Coalition and 18 organizations sent a letter to President Biden expressing grave concern with current U.S. policy and practice on cluster munitions and urging immediate action. The United States' continued actions in contradiction to the principles embodied in the Convention has potentially weakened the global norm against their use. Just ten days prior to the sending of the letter, during the Twelfth Meeting of States Parties to the Convention on Cluster Munitions, this was starkly demonstrated by Lithuania’s formal declaration of its intent to denounce and withdraw from the Convention in six months’ time. The United States should be a global leader in the abolition of these indiscriminate weapons—not complicit in their use.
